Typhoon Dolphin, another LPA being monitored

The Philippine Atmospheric, Geophysical and Astronomical Services Administration is monitoring Typhoon Dolphin outside the Philippine area of responsibility (PAR) as the southwest monsoon, enhanced by a low-pressure area, continues to bring heavy rains across the country.
