Gatchalian out, Villar in as Senate finance panel chair

Sen. Mark Villar was named chairman of the Senate committee on finance yesterday, ending the tenure of Sen. Sherwin Gatchalian, who leaves behind sweeping reforms aimed at making the entire budget process transparent.
